MINUTES ANNANDALE CITY COUNCIL May 13, 2024
CALL TO ORDER/ROLL CALL: The City Council of Annandale, Minnesota met for a regular meeting on May 13, 2024 at 6:30 p.m. at the City Hall Council Chambers. Mayor Jonas called the meeting to order at 6:30 p.m.
City Council Present: Jonas, Honsey, Grundy, Czycalla, Wuollet. City Council members absent None. Also, present were City Administrator Kelly Hinnenkamp, Community Development Director Jacob Thunander, Assistant City Engineer Nick Peterson, Police Chief Pete Standafer, Fire Chief Kris Townsend, Public Works Director Joe Haller, Shannon Sweeney, Gary Neutz, Brian Bruggeman, the Annandale Advocate, and members of the public.
SET AGENDA: A motion was made by Wuollet and seconded by Honsey to approve the agenda as presented. The motion carried unanimously.
All motions are approved unanimously unless otherwise noted.
MINUTES: A motion was made by Czycalla and seconded by Honsey to approve the minutes of April 8th Board of Review Meeting, and April 8, 2024 and April 12, 2024 meetings as presented.

PUBLIC HEARINGS:
Resolution 24-26 Vacating Easements- Neutz- Jonas opened the public hearing at 6:34. After hearing no public comment, the hearing was closed. Thunander explained the need for the vacation was due to the platting of the lots owned by Gary Neutz. A motion was made by Czycalla and seconded by Honsey to approve Resolution 24-26 Vacating Easements. ROLL CALL: Ayes: Honsey, Czycalla, Wuollet, Grundy, Jonas. Nays: None. Absent: None. Abstain: None. Resolution 24-26 adopted on a 5-aye, 0-nay, 0-absent, 0-abstain vote.
Resolution 24-28 Approving CUP and Resolution 24-27 Approving Preliminary and Final Plat- After reviewing the Planning Commission recommendations, a motion was made by Grundy and seconded by Czycalla to approve Resolutions 24-28 and 24-27 as presented.

Resolution 24-33 Approving Bond Sale- A motion was made by Honsey and seconded by Grundy to approve Resolution 24-33 Approving Bond Sale. ROLL CALL: Ayes: Honsey, Czycalla, Wuollet, Grundy, Jonas. Nays: None. Absent: None. Abstain: None. Resolution 24-33 adopted on a 5-aye, 0-nay, 0-absent, 0-abstain vote.
Revised Development Agreements- Willows of Annandale- A motion was made by Wuollet and seconded by Czycalla to approve the development agreement as presented.
Resolution Approving Variance and Site Plan- Spilled Grain- A motion was made by Czycalla and seconded by Wuollet to approve Resolution 24-34, 24-35 and 24-36 Approving spilled Grain Variance and Site Plan. ROLL CALL: Ayes: Honsey, Czycalla, Wuollet, Grundy, Jonas. Nays: None. Absent: None. Abstain: None. Resolution 24-34, 24-35, 34-36 adopted on a 5-aye, 0-nay, 0-absent, 0-abstain vote.
Resolution 24-37 and 24-38 Approving Preliminary Plat and Site Plan- Pintail Preserve-
Council received the following input from the public:
• Kris Day, Cottages- Expressed concern with safety on Excelsior.
• Lisa Tri, 12 Willow Drive- Asked for clarification on whether there will be access to Willow and the screening next to her home. Thunander explained access to Willow was not recommended by Planning Commission and screening from this portion of the project. Staff looked at the elevations and there is only approximately a two-foot berm at the edge of the property. Bruggemann asked Council to only require screening fence along the homes and not along the industrial property.
• Bruce Schwitalla, 460 Pintail Circle- Expressed concerns for safety.
• James Gunnarson, 11 Willow Drive- Expressed he did not want access to Willow.
• Bette Nelson, 441 Pintail Circle- asked about the landscaping plan and removal of trees. She then asked about the lighting plan. Thunander explained this is part of the review process. She expressed concerns with use of the private path.
• Diane Ashwill, Cottages- Expressed concerns with the density of the project.
After hearing from the public and reviewing the Planning Commission recommendations, A motion as made by Wuollet and seconded by Honsey to approve Resolutions 24-37 and 24-38. ROLL
CALL: Ayes: Honsey, Czycalla, Wuollet, Grundy, Jonas. Nays: None. Absent: None. Abstain: None. Resolution 24-37 and 24-38 adopted on a 5-aye, 0-nay, 0-absent, 0-abstain vote.
Update on Poplar Realignment- Staff provided an update to the layout of Polar. There was no action taken.
Quote for Street and Curb Repair- Chestnut Street- A motion was made by Czycalla and seconded by Honsey to approve the quote from French Lake Curb as presented.
Approve Grant Agreement and Select Mural Design for Downtown- A motion was made by Honsey and seconded by Wuollet to approve the grant agreement and design for the Mural as presented.
Update on DNR Shade Tree Program- Staff provided an update on the Shade Tree Program. The first phase consisted of tree removal at Crow Woods Park. A motion was made by Czycalla and seconded by Honsey to approve the proposed quote for the tree removal with Great View Tree Service and the removal of stumps with Sticks and Stones at Crow Woods Park.
Review Columbarium Proposals- A motion was made by Jonas and seconded by Grundy to direct staff to work with Little Falls Granite on a final site design for later approval.
Approve Special Events- A motion was made by Czycalla and seconded by Honsey to approve the Cruise in and 4th of July Street Dance by Billy D’s as presented.
Updated Quote on Tanker Truck- A motion was made by Wuollet and seconded by Grundy to rescind the prior approval of the tanker truck on April 8, 2024 and approve the purchase of the tanker truck with Midwest Fire Equipment.
MAYOR/COUNCIL REPORTS:
Chief Townsend updated Council on the new hire training.
Haller updated the Council on the status of the Pickleball Courts and 2024 Improvements. Staff did prep work for the parking lot closure scheduled for June 3rd.
Chief Standafer updated Council on receiving the donated ATV from Fire Relief and on K-9 training.

Moved by Honsey and seconded by Czycalla to adjourn. The meeting was adjourned at 8:48pm.

Notice is given that an application for informal probate of the Decedent’s Will dated October 2, 2015, and First Codicil to the Will dated September 11, 2023 (“Will”), has been filed with the Registrar. The application has been granted.
Notice is also given that the Registrar has informally appointed Cathie B. Hall, whose address is 15219 60th Street NW, Annandale, Minnesota 55302, as Personal Representative of the Estate of the Decedent. Any heir, devisee or other interested person may be entitled to appointment as personal representative or may object to the appointment of the Personal Representative. Unless objections are filed with the Court (pursuant to Minnesota Statutes section 524.3-607) and the Court otherwise orders, the Personal Representative has full power to administer the Estate, including, after 28 days from the date of issuance of letters, the power to sell, encumber, lease or distribute real estate.
Any objections to the probate of the Will or appointment of the Personal Representative must be filed with this Court and will be heard by the Court after the filing of an appropriate petition and proper notice of hearing.
Notice is also given that (subject to Minnesota Statutes section 524.3-801) all creditors having claims against the Estate are required to present the claims to the Personal Representative or to the Court Administrator within four months after the date of this Notice or the claims will be barred.

PUBLIC NOTICE
CORINNA TOWNSHIP
WRIGHT COUNTY
STATE OF MINNESOTA
The Board of Supervisors for the Town of Corinna, Wright County, Minnesota, hereby ordains that on the 21st day of May, 2024 the Corinna Township Board of Supervisors adopted text amendments to the Township’s LAND USE ORDINANCE. The amendments modify Sections 302 (Definitions), 611 (Flood Plain Overlay District) and Section 5 (Administration). The amendments are for the intent of adopting newly updated FEMA Floodplain Maps, ensuring that floodplain regulations are consistent with the most current county regulations, to satisfy the state and federal standards detailed in Minnesota Statutes, Chapter 103F; Minnesota Rules, parts 6120.5000 – 6120.6200 and the rules and regulations of the National Flood Insurance Program in 44 CFR 59 to 78, adopting/modifying definitions related to the floodplain regulations, and modifying permit application fees and procedures. The amendments to the Ordinance shall take effect immediately upon publication as provided by law. The complete text of this amended Ordinance may be viewed on the Corinna Township website or at Corinna Town Hall (9801 Ireland Ave NW, Annandale, MN 55302).
