Clearwater River Watershed District
Meeting was called to order at 6:00 p.m.
Attendees: Paul DeGree, Dale Homuth, Kathy Jonsrud, Bob Schiefelbein, Chris Uecker, Cole Loewen, Merle Anderson, Rebecca Carlson, Jim Kutzner, Cory Netland, Connie Crane, Tim Ilse, Jeff Golden, and Steve Benzschawe.
Motion 18-8-1: Jonsrud moved, Uecker second to adopt agenda. All Managers voted aye.
Connie Crane, Bass Lake Associaton was provided information regarding establishing an AIS project on Bass Lake.
Motion 18-8-2: Jonsrud moved, Uecker second to authorize payment of Bills totaling $53,472.10 in eighteen (18) payments, subject to Audit. All managers vote aye.
Cole Loewen indicated that he would provide 2017 Annual Report at the next meeting. Cole also provided the 2019 Budget and Resolution for the CRWD.
Motion 18-8-3: Uecker moved, DeGree second to set Sept. 5th, 2018 at 6:00pm Annandale City Hall for the 2019 CRWD budget hearing, Administrator hiring update, Clearwater Harbor Septic System update and Meeker County road #17 construction update. All Managers voted aye.
Cory Netland, DNR representative reviewed details regarding spraying cattails in the Kingston Wetland. Cory left the meeting.
Motion 18-8-4: Jonsrud moved, Uecker second to adopt the Resolution accepting Determination of Benefits and Damages for the Clearwater Lake AIS project and set the public hearing for this matter at 6:00pm, September 19th, 2018 at the Annandale City Hall. All Managers voted aye.
Steve Benzschawe, Jim Kutzner, Tim Ilse, Connie Crane, and Cole Loewen left the meeting.
Rebecca Carlson provided updates on the following:
*School Section Lake Project #17-1 Construction will begin soon.
*Meeker County Road #17 design for Meeker County.
*Henshaw Lake fish barrier design survey is complete.
Motion 18-8-5: Uecker moved, Jonsrud second to authorize payments to Ervin Hennen and Ed Kuechle for cover crop incentive based on invoices received. All Managers voted aye.
Motion 18-8-6: Jonsrud moved, Homuth second to authorize $250,000.00 Ad Valorem Levy for 2019. All Managers voted aye.
Motion 18-8-7: Jonsrud moved, DeGree second to renew Minnesota League of Cities insurance policy and not waive the monetary limits on Municipal Tort Liability. All Managers voted aye.
Motion 18-8-8: Uecker moved, Jonsrud second to authorize payment of $2,500.00 for cover crop incentive to Rookie Farms LLC. All Managers voted aye.
Manager Schiefelbein reported that he authorized repair on Hidden River sewer system.
Rebecca Carlson indicated that a request was received regarding stabilization of a lake shore lot on Lake Betsy. Rebecca will follow up with more details.
Manager Jonsrud presented information regarding Starry Stonewort in area lakes and the Wright County boat inspection program.
Motion 18-8-9: DeGree moved, Uecker second to Adjourn. All Managers voted aye.
