Independent school

district 876, Regular School Board Meeting

Monday, June 23, 2014

1. Chair Rieger-Borer called the meeting to order at 7:00 p.m.

2. Board members present were: Jeanette Rieger-Borer, Katie Jones, Michael Holthaus, Paul Zabinski, Jon Scheer, Alicia Millner and student representative Sunny Jensen.

3. Jones moved to approve the agenda with the following additions:

8.b. Employment contract: Holthaus seconded. Motion passed unanimously.

4. Committee Reports:

a. Student Council: No meeting

b. Advisory Committees: Scheer reported on the June 6, 2014 Athletics/Activities meeting.

c. Wright Technical Center (WTC): Holthaus reported on the June 3, 2014 meeting.

d. MAWSECO: Zabinski reported on the May 28, 2014 meeting.

5. Community concerns and comments: None

6. Zabinski moved to approve the following action items under a consent agenda. Jones seconded. Motion passed unanimously.

a. Minutes from the May 27, 2014 meeting.

b. Approval of the May check register.

c. Acceptance of the following donations:

1. $9,000.00 from Heart of Lakes Triathlon, to be applied to the High School Scholarship Fund.

2. $500.00 from Peggy Jo Danielson and Russ Fortner, to be applied to the High School Scholarship Fund.

3. $8,000.00 from Lester and Susan Breuer, to be applied to the High School Scholarship Fund.

4. $250.00 from The Annandale Advocate, to be applied to the High School Scholarship Fund.

5. $750.00 from Dale and Beth Beckmann, to be applied to the Tim Beckmann Scholarship Fund.

6. $1,000.00 from Ramstad Technologies, to be applied to the High School Scholarship Fund.

7. Zahler Photography donated framed composite photos of the class of 2014 seniors valued at $425.00.

8. $2,819.83 from Annandale Education Association, to be applied to a High School Art Department Fund

9. $200.00 from Muriel Rudolph, to be applied to the Jim Rudolph Scholarship Fund.

10. $500.00 from Rick and Lori Steffen, to be applied to the High School Scholarship Fund.

d. Acceptance of the following resignations: Mara Jacobson - HS/MS Business Education Teacher, Denise Schultz - AES Media Assistant.

e. Approval of renewal of membership with the Schools for Equity in Education Organization for the 2014-15 school year.

7. Unfinished Business:

a. Member Zabinski informed the board there has been no progress of the sale of the 1922 building, and no sale appeared likely.

b. Scheer moved to approve hiring a .6 FTE Dean of Students in the elementary school for the 2014-15 school year. Holthaus seconded. Motion passed unanimously.

8. New Business:

a. Jones moved to approve recognizing and congratulating the following students for competing in the section and state track competitions: Courtney Alama - Girls 3200 Meter Run - 1st place in Section - 3rd place in State; Madison Kasper, Emmy Whitesell, Calisha Norgren and Kamryn D'Heilly - Girls 4X100 Meter Relay Team - 1st place in Section; Barrett Bataille, Spencer Ogden, Zach Chollett and Andrew Fort - Boys 4X200 Meter Relay Team - 2nd Place in Section; Millner seconded. Motion passed unanimously.

b. Jones moved to approve the following teacher contracts for the 2014-15 school year: Josh Dickinson - AHS Special Education teacher; Kathryn Anglin - AES ECSE teacher; Abby Carlson - AES 2nd grade teacher; Melissa Opatz -AES 1st grade teacher. Scheer seconded. Motion passed unanimously.

c. Zabinski moved to approve the preliminary budget for the 2014-15 school year. Scheer seconded. Motion passed unanimously.

d. Zabinski moved to approve the following dates for school board meetings 2014-15. Monday, July 28, 2014, Monday, August 25, 2014, Monday, September 22, 2014, Monday, October 27, 2014, Monday, November 24, 2014, Monday, December 22, 2014, Monday, January 26, 2015, Monday, February 23, 2015, Thursday, March 19, 2015, Monday, April 27, 2015, Tuesday, May 26, 2015, Monday, June 22, 2015. Truth in Taxation - Wednesday, December 3, 2014 at 6:00 p.m. Election Canvassing - Friday, November 7, at 7:30 a.m. Millner seconded. Motion passed unanimously.

e. Scheer moved to approve the recommended Teacher Evaluation Plan required by the state. Jones seconded. Motion passed unanimously.

f. Jones moved to approve the following lunch prices and activity fees for the 2014-15 school year: Elem lunch $2.40, Elem extra milk $.40, Elem extra entree $1.50, Elem breakfast $1.55. MS lunch $2.45, MS extra milk $.40, MS extra meal $2.90 MS exra entree $1.50, MS breakfast $1.55. HS lunch $2.50, HS extra milk $.40, HS extra meal $2.95, HS extra entree $1.50, HS breakfast $1.55. Adult lunch $3.45, adult extra milk $.40, adult extra meal $3.45, adult extra entree $1.50, adult breakfast $1.85.

Athletic Fees - Grades 9-12: $135 per sport, $285 student cap, $485 family cap. Athletic Fees - Grades 7-8: $110 per sport, $235 student cap, $485 family cap. Activity Fee - Grades 9-12: $73 per activity. Activity Fee - Grades 7-8: $60 per activity. Admission fee for events: $4 students, $6 adults, $20 student yearly pass, $50 adult yearly pass, $80 adult couple yearly pass.Free - age 62 and older (District Residents). Drivers Education fees for Behind the Wheel: $280. Substitute teacher pay - $109.00 for the first 15 nonconsecutive days and $114.00 per day thereafter. Holthaus seconded. Motion passed unanimously.

g. Millner moved to approve the following classified employment statements for 2014-15: Terry Schmidt - Head Cook at AMS, Dean Schmidt - Custodian at AES, Tyler Rasmussen - custodian at AES. Scheer seconded. Motion passed unanimously.

h. Member Zabinski introduced the following resolution and moved its adoption: RESOLUTION ESTABLISHING DATES FOR FILING AFFIDAVITS OF CANDIDACY BE IT RESOLVED by the School Board of Independent School District No. 876, State of Minnesota, as follows:

1. The period for filing affidavits of candidacy for the office of school board member of Independent School District No. 876 shall begin on July 29, 2014 and shall close on August 12, 2014. An affidavit of candidacy must be filed in the office of the school district clerk and the $2 filing fee paid prior to 5:00 o'clock p.m. on August 12, 2014.

2. The clerk is hereby authorized and directed to cause notice of said filing dates to be published in the official newspaper of the district, at least two (2) weeks prior to the first day to file affidavits of candidacy.

3. The clerk is hereby authorized and directed to cause notice of said filing dates to be posted at the administrative offices of the school district at least ten (10) days prior to the first day to file affidavits of candidacy.

4. The notice of said filing dates shall be in substantially the following form: NOTICE IS HEREBY GIVEN that the period for filing affidavits of candidacy for the office of school board member of Independent School District No. 876 shall begin on July 29, 2014, and shall close at 5:00 o'clock p.m. on August 12, 2014. The general election shall be held on Tuesday, November 4, 2014. At that election, three (3) members will be elected to the School Board for terms of four (4) years each. Affidavits of Candidacy are available from the school district clerk, School District Office, 125 Cherry Avenue North, Annandale, MN 55302. The filing fee for this office is $2.00. A candidate for this office must be an eligible voter, must be 21 years of age or more on assuming office, must have been a resident of the school district from which the candidate seeks election for thirty (30) days before the general election, and must have no other affidavit on file for any other office at the same general election. The affidavits of candidacy must be filed in the office of the school district clerk and the filing fee paid prior to 5:00 o'clock p.m. on August 12, 2014. The motion for the adoption of the foregoing resolution was duly seconded by member Millner. On a roll call vote, the following voted in favor: Zabinski, Scheer, Jones, Holthaus, Rieger-Borer and Millner and the following voted against: None whereupon said resolution was declared duly passed and adopted.

i. The board had the first reading of the updated Bullying Prohibition Policy #514 that is a result of the bullying bill that was passed by MN legislation.

9. Information Items:

a. Superintendent Niklaus updated the board on the district's group health insurance renewal.

b. Superintendent Niklaus discussed the upcoming fall school board elections.

c. The next regular school board meeting will be Monday, July 28 at 7:00 p.m. in the middle school music room.

10. Jones moved to adjourn at 8:12 p.m. Millner seconded. The motion passed unanimously.
