City of Annandale,

ANNANDALE CITY COUNCIL Meeting MINUTES,

december 2, 2013

CALL TO ORDER/ROLL CALL: The City Council of Annandale, Minnesota met for a regular meeting on December 2, 2013 at 7:00 p.m. at the City Hall Council Chambers. Mayor Young called the meeting to order at 7:00 p.m.

City Council Present: Councilmember's Gunnarson, Burd, Jonas and Mayor Young. Absent: Hastings. Also present were Administrator Hinnenkamp, Public Works Director Joe Haller, members of the public and the Annandale Advocate

SET AGENDA: A motion was made by Jonas and seconded by Burd, to adopt the agenda as presented. The motion carried unanimously.

MINUTES: A motion was made by Jonas and seconded by Gunnarson, to approve the Minutes of the November 4, 2013 Council meeting as presented. The motion carried unanimously.

AUDITING CLAIMS: A motion was made by Burd and seconded by Jonas to approve the claims. The motion carried unanimously.

VISITORS: NONE

PUBLIC HEARINGS:

Truth-in-taxation. Mayor Young closed the meeting at 7:05 and opened the public hearing to hear feedback on the proposed 2014 tax levy. Hinnenkamp provided the council a presentation outlining the budget and proposed levy. This summary includes the legislation changes with the sales tax exemption and increased LGA. There was not public comment. Mayor Young closed the public hearing at 7:07 and opened the regular meeting.

Resolution 13-34. A motion was made by Jonas and seconded by Burd to approve Resolution 13-34 Approving 2014 Budget and Tax Levy. ROLL CALL: Ayes: Burd, Jonas, Gunnarson and Young. Nays: None. Absent: Hastings. Abstain: None. Resolution 13-34 adopted on a4-aye, 0-nay, 1-absent, 0-abstain vote.

CITIZEN'S FORUM: NONE

CONSENT AGENDA:

A motion was made by Gunnarson and seconded by Jonas, to approve Consent Agenda as presented: Police, Finance, Fire, Deputy Registrar -October Reports, Employment Anniversaries/Step Increases, Fund Transfer/Closures, Pay Estimates. The motion carried unanimously.

UNFINISHED BUSINESS:

Electronic Agendas. The Council reviewed the information provided on the electronic agendas. The Council held discussion regarding the value of the technology. Staff was directed to provide policies and purchases at the January meeting.

NEW BUSINESS:

Athletic Facility Concept Plan- Jack Driste informed the Council the School District has agreed to cover the cost of a concept plan up to $9,000 as quoted by the City's Engineer. A motion was made by Burd and seconded by Jonas to authorize Bolton and Menk to develop the concept plan for the Sports Complex. The motion carried unanimously.

Resolution 13-35 Approving Tobacco License and Non-Intoxicating Beer License- A motion was made by Gunnarson and seconded by Jonas to approve Resolution 13-35 Approving Tobacco License and Non-Intoxicating Beer License. ROLL CALL: Ayes: Burd, Jonas, Gunnarson and Young. Nays: None. Absent: Hastings. Abstain: None. Resolution 13-35 adopted on a 4-aye, 0-nay, 1 -absent 0-abstain vote.

Ordinance 339 Amending Fee Schedule- A motion was made by Jonas and seconded by Gunnarson to Approve ordinance 339 Amending Fee Schedule. The motion carried unanimously.

2014 Meeting Dates- A motion was made by Jonas and seconded by Gunnarson to approve the meetings dates as presented. The motion carried unanimously.

Site Use Agreement- Catholic Charities- A motion was made by Burd and seconded by Jonas to approve the Site Use Agreement with Catholic Charities. The motion carried unanimously.

Lift Station Work- A motion was made by Gunnarson and second by Jonas to approve Option A with Dakota Pump and Control for lift station work at the intersection of Poplar and Highway 24. The motion carried unanimously.

MAYOR/COUNCIL REPORTS:

There were no mayor or council reports

ADJOURNMENT:

Moved by Jonas, seconded by Burd, to adjourn at 8:05 pm. Motion carried unanimously.
