ANNANDALE CITY COUNCIL Meeting MINUTES,

november 4, 2013

CALL TO ORDER/ROLL CALL: The City Council of Annandale, Minnesota met for a regular meeting on November 4, 2013 at 7:00 p.m. at the City Hall Council Chambers. Mayor Young called the meeting to order at 7:00 p.m.

City Council Present: Councilmember's Gunnarson, Hastings, Burd, Jonas and Mayor Young. Absent: None. Also present were Administrator Hinnenkamp, Public Works Director Joe Haller, Police Chief Jeff Herr, members of the public and the Annandale Advocate

SET AGENDA: Mayor Young made the following additions to the Council agenda: Under Visitors A. Geronimo Energy, and B. 1922 Reuse Committee. A motion was made by Burd and seconded by Jonas, to adopt the agenda as amended. The motion carried unanimously.

MINUTES: A motion was made by Jonas and seconded by Burd, to approve the Minutes of the October 7, 2013 Council meeting as presented. The motion earned unanimously.

AUDITING CLAIMS: A motion was made by Burd and seconded by Jonas to approve the claims: check numbers 46905-46916, 46945-46961 and 47005-47069 along with payroll check numbers 46917-46944 and 46962-47004. The motion carried unanimously.

VISITORS:

Geronimo Energy. Representatives from Geronimo Energy provided information to the Council on their efforts to install a solar panel site south of Annandale and requested the City's support. The Council acknowledged that the proposal was outside of their jurisdiction, but would support green energy efforts if there was no negative impact to the general public. A motion was made by Burd and seconded by Hastings to direct the City Administrator to draft a letter of support expressing support for green energy efforts if there was no negative impact to the general public. The motion carried unanimously.

1922 Building Reuse Committee. The committee provided an update to the Council on the Reuse Study that was completed.

PUBLIC HEARINGS:

Assessment of Delinquent Accounts. Mayor Young closed the regular meeting opened the public hearing at 7:29 pm to hear comments on the proposed assessment of delinquent accounts. After no public comment the hearing was closed and the regular meeting reopened at 7:30 pm.

Resolution 13-32. A motion was made by Gunnarson and seconded by Hastings to approve Resolution 13-32 Approving Assessments for Delinquent Accounts. ROLL CALL: Ayes: Burd, Jonas, Gunnarson, Hastings and Young. Nays: None. Absent: None. Abstain: None. Resolution 13-32 adopted on a 5-aye, 0-nay, 0-absent, 0-abstain vote.

CITIZEN'S FORUM: NONE

CONSENT AGENDA:

A motion was made by Jonas and seconded by Burd, to approve Consent Agenda as presented: Police, Finance, Fire, Deputy Registrar -September Reports, Employment Anniversaries/Step Increases, Fund Transfer/Closures, Pay Estimates, Wastewater Commission Minutes, August 22, 2013 and Lawful Gambling Application for ANG. The motion carried unanimously.

UNFINISHED BUSINESS:

2014-2018 Capital Plan. The Council reviewed the proposed capital plan. The Budget Committee has reviewed the plan. Motion was made by Burd and seconded by Jonas to approve the 2013-2018 Capital Plan.

NEW BUSINESS:

Resolution 13-33 Approving Variance. A motion was made by Jonas and seconded by Hastings to approve Resolution 13-33 Approving Variance. ROLL CALL: Ayes: Burd, Jonas, Gunnarson, Hastings and Young. Nays: None. Absent: None. Abstain: None. Resolution 13-33 adopted on a 5-aye, 0-nay, 0-absent, 0-abstain vote.

Broadband Grant Agreement. A motion was made by Jonas and seconded by Hastings to approve the Grant Agreement with Blandin Foundation to assist with the funding of a Ultra-Broadband Feasibility Study. The motion carried unanimously.

Appointment to Planning Commission. A motion was made by Burd and seconded by Gunnarson to appoint Cliff Franzen to the Planning Commission. The motion carried unanimously.

Electronic Agenda Packets. The Council discussed considering transitioning to electronic agenda packets. A motion as made by Young and seconded by Jonas to table until December meeting. The motion carried unanimously.

Housing Study. A motion was made by Gunnarson and seconded by Jonas to direct the City Administrator to seek grant opportunities for a Housing Study. The motion carried unanimously.

Quotes to Demo Old Salt Shed. A motion was made by Gunnarson and seconded by Hastings to approve the quotes to demo the house at 35 Willow and authorized staff to determine if the bank was unable to demo the home in a timely manner to initiate this work. The motion carried unanimously.

MAYOR/COUNCIL REPORTS:

There were no mayor or council reports

ADJOURNMENT:

Moved by Jonas, seconded by Hastings, to adjourn at 8:00 pm. Motion carried unanimously.
